1) According to the constitution the use of english for official purpose was stopped in 1965.
2) However many non hindi speaking states demanded that the use of english should continue
3) central govt. responded to it and agreed to use English along with hindi for official purpose many though that this has favoured English speaking elites.
4) Promition continues to be the official police of the govt. of india
5) Promotion doesn' t mean that central government can impose Hindi on states where people speak different language
