State of motion means the object is in motion
On other words the position of object is changing wrt. to time and it has some velocity

A body is said to be in motion if it changes its position with respect to its surroundings.
(Technically for exams)
To understand better we consider a train which has passengers in its compartments. Now consider an observer A who is observing the train from near the track with respect to A the train and it's passengers are in motion with immediate surroundings but for a person in train the passengers are in a state of rest and the outside objects are in motion. Hence the motion of a body depends upon the surroundings of an observer.
