Can anyone give a brief explanation ;

why Quadrant 1 can't change it's position with ... any Quadrant

The intersecting x- and y-axes divide the coordinate plane into four sections. These four sections are called quadrants. Quadrants are named using the Roman numerals I, II, III, and IV beginning with the top right quadrant and moving counter clockwise.

It is the very first quadrant. It can cannot change it's position because x and y are positive in Quadrant 1 and we when we draw a bar graph or line graph we only consider the 1st Quadrant
