The two resistances are connected in series. So (R)equivalent = (R)1 + (R)2

Implies that. Requivalent = 10 + 5 = 15ohm.

The second part:-

Potential difference across 10ohm resistor = Current through it multiplied by its resistance.

We know it is 10 ohm resistance but we don't know the current through it.

An important point here to note is that in a series combination... Current remains same through all resistors.

So potential difference across 10 ohm = (2/15)(10)

= 4/3 V.
