Queisha  had  spent  1/3  of  an  hour  to  answer  9  questions
It  means  Queisha  took  1/3  of  one  hour=1/3 of 60  minutes
as  i hour=60  minutes.
Queisha  took  20  minutes  to  take  answer  the  9  questions.
Then  to  answer   each  question  Queisha  took  20  minutes  /9
or  Queisha   spent  the  time  to  answer  each  question 20/9=2.222seconds.  =Approximately  17.2  =  0.3  minute as=1/20  hour  approximately  but  in  the  question  it  is  written  Queisha  spent  same  amount  of  time  to  answer  each  question  so  she  spent  1/3  hour  to  answer  each  question(as  same  as  the  time  she  spent  for  answering  9  questions.
