1. Yes, a country can be both a monarchy and a democracy.England is an example of a constitutional monarchy.

Other examples are Sweden, Norway, Holland, Spain, Belgium, and even the United Kingdom.

2. Right to education states that every citizen of India should be provide with basic primary education up to the age of 18.

The Right to Education Act 2009 prohibits all kinds of physical punishment and mental harassment, discrimination based on gender, caste, class and religion, screening procedures for admission of children capitation fee, private tuition centres, and functioning of unrecognised schools. The provision for providing Mid-day meal also fall in this act. Yes, I see it working efficiently.

3.  A democracy works best in an environment of tolerance and peace. A democracy based on such principles of respect, tolerance will be vibrant and encourage citizens to integrate rather than create frictions. Hence, it is important for a democratic country to be secular.
