Answer: no money lender has no right to take action against the minor

Explanation: a minor is not competent to contract any agreement with or by a minor is void from the beginning.

In Above case a minor borrowed rupees 10000 to a money lender by falsely represent himself is a major but in actual he is not. So the contact made by the with the money lender is void ab initio.
