Q1. There should be a universal adult franchise so that everybody regardless of stature get to vote and the elected minister is somebody who is fair and just according to people of all caste and statures.

Q2. If the teacher selects the class monitor, the class monitor might be somebody only satisfying the teacher and not the students. Whereas, if the class monitor is elected by the students the class monitor would be satisfactory to the majority of students which is how it should be since the class monitor mostly represents the class not the teacher
