Boron in BCl3 is sp² - Hybridized due to this the shape of BCl3 molecule is trigonal planar.it is symmetrical in shape . and we know,
dipole moment of symmetrical shape is always zero because individual dipole moments cancel out due to the symmetry of the molecule.
hence, the net dipole moment of BCl3 is zero but B-Cl bond has a dipole moment due to difference in electronegative of Boron and chlorine.
