ANSWER :  

The salient features of Indian Federation is that many states are governed by special provisions for example Jammu and Kashmir is governed by special provisions. Jammu and Kashmir is given special status under article 370 of the Indian Constitution. Jammu and Kashmir one of the largest princely states and had the option of joining India or Pakistan. The accession of Jammu and Kashmir to India was brought into being on 26 October 1949. With the accession of the State Jammu and Kashmir to India jurisdiction in matter of external affairs, defence and communication was transferred to the Government of India and Union Parliament was given the power to make laws for the state for the purpose of these matters. Article 370 was included in the Indian Constitution to give special status to Jammu and Kashmir. The state of Jammu and Kashmir has its own constitution, separate flag and separate law of citizenship. Moreover the control of the Union government over the State of Jammu and Kashmir is not as effective as it is on other States.

The main features of Articles 370 are as  follows :  

1.Article 238 is not applicable on the State Jammu and Kashmir.

2. The concurrence of the state is required for making any laws on the subject included in the Union list and Concurrent list.

3. There are 22 parts of the Indian Constitution. Out of 22 parts only 9 parts were made applicable to Jammu and Kashmir.

Under the present circumstances it is not easy to scrap or delete Article 370. It is only possible when political parties and people Jammu and Kashmir demand the scrapping of Article 370.

Besides Jammu and Kashmir, states of Assam, Nagaland, Arunachal Pradesh, Mizoram, etc, are governed by special provisions of the Constitution. Special provisions also exist for hilly states like Himachal Pradesh.

Special provisions have helped in forging greater Unity among the regions of the country.

yes some States the governed by special provisions this is because a particular state cannot be governed are handled by a single or particular government so that a particular government needed to the state for the running and the betterment of the country's development.
