At cathode: Hydrogen is liberated

At anode: Oxygen is liberated

The equivalent weight of Hydrogen is 1 and that of Oxygen is 8 and there's also some direct relation (I've less knowledge in Electrochemistry sorry)

So that's why the amount deposited is 1:8
