Question 2: Franz thinks, “Will they make them sing in German, even the pigeons?” What could this mean? (There could be more than one answer.)

I think that the answer is:-

It shows that Franz did not accept their rule and thought that they can’t tame pigeons as the Frenchmen were highly patriotic and took a pride in their language.

He also wanted to convey how far the Germans can go with their linguistic chauvinism.
