concept : In group , oxidizing power { means tendency to gain electron } decreases from top to bottom as the size increases .

But in period , oxidizing power increases when we move left to right because size decreases.

Here, F, Cl, O, N are given .
Oxygen is more electronegative than Cl , hence, O is stronger oxidizing agent than Cl. Also F is the best electronegative element.hence, it is the best oxidizing agent.

Hence, order of oxidizing agents is F > O > Cl > N
Hence, Option (b) is correct .
