radius = 7÷2 =7\2 or 3.5c.m

height = 12c.m

volume of cylinder = π×r^2×h

22\7×3.5 ×3.5×12

I liter 1000 cubic centimeter

so 462÷1000= 0.462 litre

liter of milk needed to serve 1600 students = 0.462×1600

=739.2 liter
