we can simplify -24/15 by dividing and multiplying with 3 ,then we get the same rational number 8/-5 which is also written as -8/5

The 5th question, which you mentioned in the comments section, do represent the same rational number, because when you simplify (-24/15) (dividing both numerator and denominator with 3) you get (-8/5).

So yes, they are the same rational numbers.
