Voluntarily a person can cough if he or she feels to do so. And on the other hand, cough reflex and gag reflex sit side by side towards the laryngopharynx.  

It is a type of reflex which tends to push foreign substances out of the respiratory tract, thereby saving the lungs from being polluted or being damaged.  

'Reflex action' is an 'involuntary action' in response to the 'stimulus'.
