Here's your answer,
Due to inertia of rest, the leaves tend to be in a state of rest when a tree is shaken.
But on shaking, the branch and trunk comes into the state of motion which causes the leaves to get separated from their branches.
The law that provocates this effect is the Newton's First Law of Motion, also known as the Law of Inertia.
