Actually , A vector has no definite location in space , it is dosplaced parallel to direction anywhere in space . but position vector is defined as definite location in a space .
Yeah!! A vector vary with time . that's why " velocity is the change of displacement {position } per unit time ."
Two equal vectors at different locations in space do not necessary have same all physical effect .
Example : - a particle have different weights { W = mg } in different locations { because g depends upon height }.
