As we're not unknown to the fact that as the altitude is increased, O2 starts decreasing from the atmosphere around us.
And when a man climbs up a hill, he feels like the O2 is reducing from the atmosphere as well as his blood. And that's Y The respiratory rate starts to increase in response to the decrease in the oxygen content of blood.

When a man going up a hill he has to exert more effort to climb which increases the consumption of oxygen. As a result, the partial pressure of oxygen in haemoglobin decreases which creates more demand for oxygen. Thus, the breathing rate increases to fill this gap.
