     V ' = V

     l'A' =  lA           since wire is cut into 4 parts ...the new length will be l/4

     l/4 A' = l A

    A'= 4A

new resistance R' =  rho l'/A'

                           R' =  rho l/4 / 4A

                           R'  =  R/16
