since ebonite rod it an insulator ,it can be charged by friction .and a copper rod is instead a conductor used for making wires, the charging can not be done because electrons will flow through it.Hence,it can not be charged by rubbing,friction.

However, ebonite rod is charged by rubbing, the charges so produced stay on the ebonite rod, as it is bad conductor of electricity.
