The (-OH) group is an electron-donating group. Thus, it increases the electron density in the benzene ring in the resonance structure of phenol. As a result, the benzene ring is activated towards electrophilic substitution.

I hope this helps.

The hydroxy group (−OH) is an electron releasing group. It increases the electron density (through resonance) in the benzene ring. Hence, hydroxyl group activates the benzene ring towards electrophilic substitution.
