Firstly commercial banks comes under the central bank of a country .
for eg. In India RBI is the central bank and rest all comes under RBI and follows the guidelines of RBI..
Now Functions of Central bank =
1. Currency Authority (Bank of Issue)
2. Banker to the Government
3. Banker’s Bank and Supervisor
4. Controller of Money Supply and Credit
5. Custodian of Foreign Exchange Reserves.
