You didn't attach the figure so as per my knowledge of the question I presume that -2q is out of the surface.

Since 4q and q are present in the surface so net charge is 5q.

We know that electric flux is given by

q/ε°

=5q/ε°

The charge enclosed by the surface is (+2q - q) = q and +3q is not enclosed and will not be a part of flux through S.

Electric flux through the surface S will be as per Gauss law:

= net charge divided 0 = 2q-q divided by 0 = 9 by 0
