Explanation:

Potential at the center of sphere = Vc  = 3kQ / 2R

Potential at a distance x from the center = Vx = kQ/x

 kQ/x = 1/2 (3kQ / 2R)  

 we get x = 4R/3

So distance from the surface will be x - R = 4R/3 - R = R/3

Given potential at x = 117 and potential on the surface (at R) is 7.
