Parrots have very few taste buds and are considered not to have a very good sense of taste or smell, so with a limited number of taste buds it would make sense that they may not be able to taste the heat in peppers.

Parrots love green chilly because they don't feel the heat in them. I Know parrots who do go for the hot pepper seeds. Parrots are both eat vegetarian or non-vegetarian, like insects, fruits & vegetables. Commonly parrots are eat guava & Green Chillies.
