a) As we know that if the perpendicular distance between the action of force and the pivoted point increases, then force applied (effort) increases, hence if the diameter of the steering wheel increases so the force applied increase, hence the larger diameter steering wheel is easier to turn than the small diameter wheel.  

b) Two equal opposite and parrallel forces that are not acting on the same plane is called to form a couple.
