The poet says there is no man who doesn't feel pain or regret in his heart while giving out even one pound note. And if he gives out ten pounds, its a real tremour he feels. We have strange regret that we have to give out money from our pocket for something. We have to earn more to be able to get things out of it. We become a slave of money, we go low for it. We have a terror of the madness about money in this world. Everything is money. If we have no money, we won't get anything for free, we have to eat dirt to get the money (like beggars), suffer and tolerate ill things. This fear haunts us. This way money triggers fear.
