let speed of water Current be X and speed of boat in still water is y
we know that speed =distance /time
in downstream
net speed =x+y
distance =20km
time =2hrs
=>x+y=20/2=10------1
in up stream
net speed =y-x
distance =4km
time =2hrs
=>y-x=4/2=2-----2
solving both equations
ww get that y=6km/hr
put value of y in equation 1 we get x=10-6=4km/hr
so speed of stream =4km/hr
speed of boat in still water =6km/hr
