Irrigation supplies water to the crops when required and this will help the seed germinate by providing moisture to the seed. Plants readily absorb nutrients along with water in a dissolved form.
Seeds germinate in moist soil and can absorb nutrients very easily from wet soil. Plants do not penetrate in dry soil; they need some moisture to penetrate.
So, it depends because there are some types of soil which can irrigate first or afterward.
