Step-by-step explanation:

lets take area of first circle - A

then area of 2nd circle - 9A

area of a circle - pie r^2

hence area A ~ r^2 ( directly proportional)

(A1)/(A2) = (r1/r2)^2

by solving you get radius of second circle 9 meters
