radius of circular = 4.2 km

cost fencing per m = Rs 25

Therefore since fencing is to be done around the boundary or circumference of circle . Then we must find circumference of circle by the following formula:

circumference \:  = 2\pi \: r \: (formula \: to \: calculate \: circumference)

=> 2πr = 2 x π( 22/7 or 3.14 ) x radius(4.2)

=> 2 x 22/7 x 4.2

=> 44/7 x 4.2

=> 44 x 0.6

=> 26.4 m

So cost for fencing per m = Rs 25

So total cost = 26.4 x 25

= Rs 660 m
