He makes fewer than 10 mats.
The number of mats he makes is greater than or equal to the number of baskets he makes.

To Find : Write down the other inequality.

Solution:

mats he makes is greater than or equal to the number of baskets he makes.

Mats = y

baskets = x

=>   x ≤ y

takes 2 1/4   hours to make a basket

takes 1 1 /2 hours to make a mat

=> (2  1/4)x + (1 1/2)y   ≤  22.5

=>  9x/4  +  3y/2  ≤  22.5

=>  9x + 6y   ≤  90    ( multiplying both sides by 4)

=> 3x  + 2y ≤  30     ( Dividing both sides by 3)
