To Find : how  much discount will he offer to the second article

Solution:

Price of 1st article = 2P

Price of 2nd article = 7P

Total Price = 9P

Total Discount = 40 %  = (40/100) 9P  = 3.6P

discount of 30% on the first article, = (30/100)2P  = 0.6P

Discount on 2nd article = 3.6P - 0.6P  = 3P

Discount % on 2nd article  = (3P/7P) * 100

= 42.857 %

discount offer to the second article  =  42.857 %
