Solution:

Man Horizontal Velocity =  2kmph

Man   Vertical Velocity = 0

Rain Horizontal Velocity =  0

Rain Vertical Velocity =  4kmph

velocity with which they appear to fall  = ( 0 - 2) i  + ( 4 - 0 ) j

= -2i  + 4j

= √(-2)² + (4)²

= √4 + 16

= √20

= 2√5  

velocity with which they appear to fall down = 2√5   km/hr
