So instead of imagining that you are walking forward, assume the rain is coming towards you.
So drawing a Right triangle, the vertical is 20, horizontal is 30. The resultant motion if rain as the man sees it is the hypotenuse of the triangle. So the man has to hold an umbrella perpendicular to that line. Now the angle between the horizontal and the hypotenuse is arctan(p/h)=arctan(20/30)
