It should be considered soft because it has few if any dissolved minerals in it.

Rainwater is usually transported to the clouds by evaporation from bodies of water on earth . in evaporation , it is a distillation process which only takes the water molecule and leaves the dissolved minerals behind.

Thus rain is free of the minerals that make water hard.

Hurricanes for examples are born over the oceans with 30% or so of the salt content . All the water in intense thunderstorm of hurricanes come from evaporating water from the ocean. yet when a hurricane hits land the torrential rains are all freshwater, an example of the powerful distillation powers of evaporation.
