Rainbow can be seen as a combined result of refraction, dispersion and reflection of sunlight by water droplets present in the atmosphere after it has rained. These water droplets, in sunlight, can produce a rainbow. So it is possible to enjoy a rainbow at fountains in any season.

one one can observe and enjoy the rainbow by standing in front of a water fountain in the evening facing the east one can also enjoy it in the morning under the same condition just by facing the west because formation of rainbow depends on the water droplet and the sunlight so it is possible to enjoy a rainbow at fountains in a any season.
