The pulling force F is not acting i.e, F=0.
When body is rolling on the rough surface on friction force acts in this case.
When the body enters the smooth surface. In this case, the linear speed v0 also remains constant. The body keeps on rolling on the smooth horizontal surface and the point of contact is stationary with respect to the surface.
