The award was instituted in 1991-9.2, the year when Rajeev Ji was assassinated. The naming of the award after late Prime Minister can be of due to below two reasons :
1. He was a member of organizing committee of 1982 Asian games and as a son of Prime Minister at that time may be an authority over every other member. Asiad 1982 entirely changed the infrastructure of Delhi. Ask anyone who lived in Delhi at that time or have thorough study of newspapers archives.The 60,000-seater Jawaharlal Nehru Stadium, an important part of Delhi’s skyline and still the city’s most-desired venue for sporting and cultural events, was built for the Games. A number of the city’s famous flyovers and roads were also built at the time.The Indira Gandhi Indoor Stadium, the Games Village, the Siri Fort auditorium, the Karni Singh shooting range would probably have never existed had the 1982 Games not happened in Delhi. And the sight of the flyovers in Delhi, then, made the city feel like a truly international city. This was Delhi with a new look competing with developed world capital cites. And all these glorious efforts were done in just two years time. May be his contribution was remembered when the award was being institutionalized.

The other reason could be that as this award is awarded annually by the Ministry of Youth Affairs and Sports and the ministry at that time cannot think of any other youth leader (yes, 40 was his age when he became PM and considering that some leaders aspire to be PM or president even after being octogenarian) with so much contribution in various aspects. Just to highlight few of them :
1.He tried to liberalize the country's economy.
2.He increased government support for science, technology and associated industries, and reduced import quotas, taxes and tariffs on technology-based industries, especially computers, airlines, defence and telecommunications.
3,He introduced a National Policy on Education to modernize and expand higher education programs across India.
4.he founded the Jawahar Navodaya Vidyalaya System, which is a Central government-based education institution that provides rural populations with free residential education from grades six to twelve.
5.He introduced measures to significantly reduce the Licence Raj, allowing businesses and individuals to purchase capital, consumer goods and import without bureaucratic restrictions.
6.Public sector telecom companies MTNL and VSNL was developed during his tenure.
7.He introduced public call offices—better known as PCOs—helped develop the telephone network in rural areas.
8.Introduced Anti-defection law.
Although it is not to be forget that he made few mistakes during his tenure but neither there has been any past PM nor will be any future PM of India without debacles as it is very tough country to govern owing to Its diversity in every field.
