Big rectangular cardboard = 55 cm by 45 cm

Solution:

If he wants to achieve the maximum number of smaller cardboards, he has to cut the 21 cm  along the 45 cm length.

Number of cardboard he can cut length-wise:

Number of cardboards = 45 ÷ 21 = 2 remainder 3 cm

Number of cardboard he can cut breadth-wise:

Number of cardboards = 55 ÷ 5 = 11

Find the number of cardboards he got:

Number of cardboards he got = 2 x 11

Number of cardboards he got = 22

Find the remaining cardboard:

Remaining cardboard = 3 cm by 5 cm

Answer: He will get 22 smaller cardboards with the remaining 3 cm and 5 cm left.
