they didn't grow because especially two reasons they are for the road side trees there is no one to pour the water so it's growth is less.one more reason is on the road the vehicles are a lot so the large amount of dust fall on trees so the tree cannot have chance to do the photosynthesis process so the trees cannot grow properly....
