Answer:

Loksabha is directly elected by the people, election process is one of the strong instrument available with the people to express their sentiments by electing the people and parties of their choice.

Insitution of Leader of Opposition had evolved as a major office which is instrumental in raising the people's issue from time to time based on the popular sentiments affiliated with the issue.

There are instruments available with the legislators like Zero hour, Question hour, Adjournment motion, Half-an-hour motion. These instruments are used to regulate the excessive and arbitrary usage of the power by the Executive and also to raise important issues which the people are facing.

Constitution embedded certain privileges known as Parliamentary Privileges to strengthen the position of legislators for working effectively and fearlessly.

However, there is a general decrease in the level of the quality utlisation of Loksabha by the legislators. Increase in coalition politics and attention grabbing attitude of the political parties had resulted in the wastage of time of Loksabha in discussing people's issues.

This will result in the strengthening of the position of the Cabinet thereby decreasing the role of legislature on the control of executive as scope for inhouse discussions on the administration is coming down.
