Solution:  

1. The ratio of two quantities a and b is calculated by using the formula (a/b). The ratio of a and b is denoted as a:b.  

=> a:b simply implies a/b.  

2. The given quantities are 60 paise and 1 rupee. The units of the two quantities are different. Hence, we have to make the units similar.  

=> The value of 1 rupee is 100 paise,

=> The ratio of 60 paise and 1 rupee is,  

=> 60 paise/ 1 rupee,  

=> 60 paise/ 100 paise, ( Units are same hence operation can be performed ).  

=> 6/10,

=> 3/5.  

3. 60 paise/ 100 paise = 3 : 5.

Therefore, the ratio of 60 paise to 1 rupee is 3:5
