The article addresses inequality in two ways because;
It suggests State to not discriminate anyone against religion, cast, sex, race or any of them.
The other point was that no citizen shall be subject to any disability, liability or restriction on the basis of religion, caste, race, sex or any of them.

NO citizen shall on ground only of religion,race,caste,sex,place,of birth or any of them be subject. to any disability , liability , restriction, restriction or condition.
