I agree that one proactive worker's suggestions could be more effective in preventing accidents than the entire safety protocol put together. Here are a few reasons to support my stand:  

1. Ineffective implementation of safety protocol- There may be a safety protocol in place, but it is possible that no one follows it, or knows how to go about it. For example, fire extinguishers and fire alarms may be present, but no one knows how to use it.
2. The worker knows the work site well- The worker being present at the site has first hand experience of the site as well as insight into how things generally work.
3. Pinpointed suggestions- He can also observe minute details which can easily be overlooked by the higher management, and give practical suggestions.  

Since there is always a difference between theory and practical life, an earnest worker’s suggestions can be much more effective than the safety protocol in place.
