If the sodium hydroxide is in excess, they'll react to form Sodium carbonate and water molecules. If the carbonic acid is in excess, you'll form Sodium bicarbonate . If the molar ratios of the two allow it, you can also form both. It's essentially just simple acid/base chemistry on the two-headed carboxylic acid.
