When the aluminum is soaked in nitric acid, a layer of aluminum oxide is formed on the metal. This happens because nitric acid is a powerful oxidizing agent. The aluminum oxide layer prevents further reaction of the aluminum. As a result, the reactivity of aluminum decreases.
