The answer is Move rapidly and secretly.

  This expert explains the race difference that existed between  Americans and the African American in 1920s. If a Negro(African American) did not comply with or, if he was against an American, he was punished severely.

   The sentence "a white-sheeted band might spirit the Negro off to the woods", is a punishment for his act, so he was moved quickly and secretly to the woods to be punished. So this will be the more suitable meaning.
