3.cold without=the cold without refers to the weather which is extreme cold.

cold within=the cold within refers to the disparity inside all men's heart to not help each other because of racial prejudices

4.The poem is openly relevant to our world because everyone possess cold inside to not help each other ex. he is rich he is full of money but he does not want to help poor by giving some of his money.

The lesson from this poem is that it is not good to have cold inside our heart all-time as it will harms us also.
